The European Commission is launching a public consultation on better passenger protection

The aim is to unify and simplify EU passenger rights legislation

The Commission is seeking to gather public views with the aim of consolidating and simplifying EU passenger rights legislation, learning from the coronavirus pandemic and making it more suitable for future crises. While current laws protect passengers on all public transport before, during and after their journey, challenges remain, such as the practicalities of implementing passenger rights regulations, as well as problems due to flight delays or cancellations in various EU states in the summer of 2022.

Transport Commissioner Adina Valean said: “After two years of disruption due to the pandemic and its serious impact on our travel plans, it is important to gather passengers’ views on the rights that protect them. We need to learn from recent experience and see how we can ensure the resilience of the system in the face of widespread travel disruptions across all modes of transport.”

The consultation covers five main topics: 1) improving the financial protection of air passengers against the risk of airline insolvency and liquidity crises, 2) refunding air passengers who book through an intermediary ticket seller, 3) refunding in case that an air passenger cancels their trip due to a serious crisis such as a pandemic or natural disaster, 4) passenger rights for multimodal travel, and 5) improved enforcement of passenger rights across all modes of transportation. The consultation will run until 7 December 2022.
