Charles Michel on Russia: It cannot have veto power in the Security Council

The five permanent members of the Security Council — the US, France, Britain, Russia and China — have the right to veto the decisions of the top UN body.

The president of the European Council Charles Michel ruled yesterday Friday that Russia should be ostracized from the United Nations Security Council.

“When a permanent member state of the Security Council launches an unprovoked and unjustified war, a war condemned by the General Assembly, the suspension of SA membership should be automatic, in my view,” said Mr. Michel, alluding to Russia’s invasion of Ukraine.

“The use of the right of veto should be an exception, but it has become, we have seen, the rule. Reform is needed, it is urgent,” added Mr. Michel, addressing the General Assembly in New York.

The five permanent member states of the Security Council—the USAthe Francethe Britainthe Russia and the China— have the right to veto the decisions of the top UN body.

The decisions of the SA are legally binding. Under the UN Charter, it has “primary responsibility for the maintenance of international peace and security”.

The Ukrainian president Volodymyr Zelensky has repeatedly demanded that Russia be kicked out of the Security Council and stripped of its veto power because of the war since February.
