One of the injured was hospitalized, the statement added.
Russian public television network Russia 24 it broadcast images of the building that appeared to show its interior walls partially burned, glass windows and doors broken, and stairways littered with rubble.
The building was home to a pro-Russian television and radio network, which “continue to operate,” authorities said.
According to the Russian journalist Alexander Malkevich, who oversees the operation of the ZaMedia television network, a car rigged with explosives detonated as workers headed to their offices in the morning.
“The power (of the explosives) corresponded to 1.5-2 kilograms of TNT,” Malkevich added, quoted by Russian news agencies.
