Lithuania neighbors the Russian enclave of Kaliningrad and Moscow’s ally Belarus. He declared a state of emergency immediately after the Russian invasion of Ukraine on February 24.

It initially applied across the country, before being limited to border areas and entry gates into the country when it was last renewed in September.

A state of emergency on the border with Belarus had also been declared several months earlier, in November 2021, when Vilnius and the European Union accused Belarusian President Alexander Lukashenko of causing a migration crisis.
