At least 38 people were injured today, among them 12 children, from the Russian missile attack on a soldier’s funeral in the Kharkiv (Kharkov) region of northeastern Ukraine, according to a new account by local authorities.

Images broadcast by Ukrainian television from the scene of the attack in the town of Pervomaisky showed an apartment building with broken windows and black smoke billowing from it. Parked cars have been set ablaze, while a bloodied man can be seen in an ambulance.

Regional governor Oleh Sinekhubov said that an Iskander missile hit the Pervomaisky district at 1:35 p.m.

“We were not at home, we had gone for a walk in the park. I don’t know exactly what happened. I heard a strong explosion, probably from a rocket,” said a resident, hugging her granddaughter tightly. She said that the shock wave knocked her to the ground and when she got up she saw images of destruction. “I saw broken windows everywhere, cars on fire. I haven’t been able to recover, my legs are still shaking,” he said.

The youngest of the 12 children who were injured he is an infant of only three months, according to the district attorney’s office.

Major Maxim Zorin, a former commander of the far-right Azov Battalion (which has now joined the National Guard of Ukraine), said the rocket attack occurred as crowds gathered for the funeral of Oleh Fadenko, a soldier killed in action near Bahamut.

So far, the Russian Ministry of Defense has not commented on this specific attack.
