Ukrainian President Volodymyr Zelensky demanded in his evening speech that all Russian resources seized by the West be made available to his government, almost two years after the Russian armed forces invaded Ukrainian territory.

It is time to “deliver maximum systemic damage to Russia,” particularly with respect to “tied Russian resources, both of the terrorist state and those associated with it.”

“Everything must be seized and used for defense against terror. It is fair to retaliate against the terrorist. It is right to destroy terrorists. It is only fair to make the terrorist state pay for its actions,” he said.

He added that he had discussed the issue with EU foreign policy chief Josep Borrell, who visited Kiev on Wednesday.

“We need a united and strong decision. A decision that will prove that we respect international law together and absolutely despise the terrorist state.”

The European Union is drawing up plans to make available in principle to Kiev sums that have arisen from the frozen resources of the Russian central bank saved abroad – in particular interest – as a first step in this direction. The amount is estimated to amount to billions of dollars annually.
