Ukrainian President Volodymyr Zelensky said on Wednesday that the “winning plan” which he wants to present to US President Joe Biden this month is to bolster Kiev while having “psychological” impact which could push Russia to end the war diplomatically.

Speaking at the annual Kyiv Crimea Platform event, Zelensky said it was important for Ukraine to present the plan to its allies ahead of the second international peace summit it wants to hold later this year.

“If the partners support it (the plan), it will make it easier for Ukraine to force Russia to end the war,” he said.

“What is this plan? It is a serious reinforcement of Ukraine and, in my opinion, will have both a psychological and a political … influence on Russia’s decision to end this war.”

Zelensky first spoke about the plan last month, saying he wanted to discuss it with Biden and his two potential successors after the US presidential election in November.

Zelensky is expected to travel to the United Nations General Assembly later this month.

It comes at a critical juncture in the war, with Russian troops continuing to advance into eastern Ukraine despite a surprise incursion by Ukrainian forces last month into Russia’s Kursk region.

Ukraine is pushing for another peace summit. The first summit, held in Switzerland in June, excluded Russia while attracting dozens of delegations.

Kiev has said it supports Russia’s participation in the next summit, as many countries in the Global South would like to see both sides participate. Moscow has said it will not negotiate with Kiev as long as Ukrainian forces are on its soil.
