“We are determined to ensure that the ships and those who enable those ships to avoid European and British sanctions will be hit this time,” he said.
Britain’s assessment is that Russian President Vladimir Putin shows “no signs of wanting to negotiate” to end his war with Ukraine, he added.
In releasing details of the sanctions, Britain said the vessels targeted carried billions of pounds worth of oil and oil products last year, and that the new measures would bring to 73 the number of tankers under British sanctions.
Britain also said two Russian insurance companies, AlfaStrakhovanie and VSK, also face sanctions and that it will continue to check the insurance certificates of ships when they pass through British territorial waters.
David Lammy also said the UK would offer “all possible support” to a Briton captured by Russian forces while fighting for Ukraine.
“We will do everything we can to offer this British national all the support we can,” he said.
Video released last weekend by pro-Russian groups shows a captured foreign fighter with his hands tied who says his name is James Anderson.
He explains that he joined the Ukrainian forces after being discharged from the British Army. He was arrested in the Russian Kursk region.
The authenticity of the video cannot be independently verified.
In an interview with the Daily Mail, James Anderson’s father spoke of “shock” when he saw the video.
“I saw right away it was him,” Scott Anderson said. “He looks scared and worried.”
He expressed hope that his son would be exchanged and not subjected to torture: “(…) my son told me that they are torturing the prisoners and I am afraid that they will torture him,” he said.
Scott Anderson said he had tried, without success, along with other family members, to dissuade his 22-year-old son from going to Ukraine. “He believed what he was doing was the right thing to do,” she said.
The father explained that he communicated with his son “almost every day” until he started his latest business. It was acting as a switch, he said.
The British government is warning that British nationals who leave to fight in Ukraine could be “prosecuted” when they return to the UK.
“British nationals who fought in Ukraine have been killed or captured,” the Foreign Office underlines on its website. “British nationals carrying out humanitarian work have also been captured by Russian authorities. The risk of death or ill-treatment is high,” it warns.
“The ability of the British government to offer you support in these circumstances is very limited,” it added.
Britain will follow the legal route if Benjamin Netanyahu visits the UK, Foreign Secretary David Lammy said, when asked if London would execute the arrest warrant issued by the International Criminal Court against the Israeli prime minister.
“We have signed the Rome Statute [του Διεθνούς Ποινικού Δικαστηρίου]we are always committed to our obligations under international law and international humanitarian law,” Lamy told reporters.
“Certainly, if such a visit were to take place in the UK there would be a court process and a legal process would follow in relation to these matters.”
