Ukraine President Volodimir Zelenski said that $ 90 billion in US weapons included in broad security agreements with Western allies will boost both Ukraine’s current defense capacity against Russia and the country’s protection.
At the top of Zelenski’s list are air defense systems and fighter aircraft, two advanced weapons systems that remain in a shortage in Ukraine. The Ukrainian president has repeatedly demanded more Patriot and F-16 fighter systems to tackle the continuous Russian air bombings that hit cities, military bases, as well as fuel and energy facilities.
According to the New York Times, the package, which is still under negotiated, is also expected to include missiles, artillery missiles, large -scale launchers, tanks, interference and counterbalance systems, as well as other weapons that will help it.
Ukraine will need weapons for the next day
In addition to the current reinforcement of its defense, Ukraine will also need weapons to rebuild its army in the event of a peace agreement to prevent a new Russian invasion in the coming years.
Among them, according to the Rafael Loss reinforcement expert of the European Foreign Relations Council, will include armored vehicles to transport and support troops, replacing the farm vehicles used by the Ukrainian army today.
Ukraine, she added, will probably need ships, including miners, to strengthen her sailor in the Black Sea.
How $ 90 billion will be secured remains unclear. Zelenski did not say that they would come from the Ukrainian state, and it is estimated that a significant portion of the cost will be covered by European countries and NATO allies.
“There are questions about the exact size of the commitment and the expense schedule of these money,” Loss said on Tuesday.
Possible funding scenarios and obstacles
According to Rafael Loss, it would be a “reasonable” part of the arms package to be purchased through the NATO fund, which has already committed almost $ 100 billion to military aid to Ukraine, although part of them has already been spent. At the same time, the implementation of bilateral agreements under the program announced by President Trump earlier in the summer is being considered.
“However, there is not much clarity,” Loss said.
If other European countries are taking over the cost of sending weapons to Ukraine, this may cause a problem to Europe’s efforts to direct resources to its own defense industry.
US weapons will probably be largely produced by US workers, which could absorb funds that the EU had planned to allocate to boost its own productive base in the defense.
Theoretically, Ukraine could buy some of the weapons with their own resources, leveraging revenue from the sale of domestic production of unmanned aircraft in the United States. Zelenski said the deal on drones was part of the security agreement discussed Monday at the White House, highlighting Ukraine’s worldwide avant -garde on the development of remote controlled aircraft and other systems.
However, for this to happen, Kiev must lift the restrictions on arms exports imposed at the beginning of the war to ensure that the Ukrainian Armed Forces would have been sufficiently equipped. The Ukrainian Parliament is expected in the coming weeks to vote to relax these restrictions.
