Panel SA: Resumption of the Lava Jato’s target refinery works is still undefined

Petrobras has not yet defined when it will open the tender for the completion of the Abreu e Lima Refinery, which has been suspended since Operation Lava Jato exposed a corruption scheme involving state officials and construction contractors, including Odebrecht, Camargo Corrêa and OAS .

Announced last month, with the disclosure of the company’s new investment plan, the resumption of the project aims to make the sale of the refinery viable, making the asset more attractive to investors. Petrobras estimates that it will spend US$ 1 billion (R$ 5.7 billion today) to complete the works.

There are no restrictions foreseen for the contractors affected by the investigations. The three face financial difficulties, but all have made leniency agreements to collaborate with investigators and have adopted stricter internal control systems to re-engage with the public sector.

It is estimated that the Abreu e Lima Refinery has consumed US$ 18 billion (R$ 102 billion) until the work stopped. The project was designed by the PT governments to increase domestic production of petroleum products, mainly diesel, fuel oil and naphtha.
