Six errors in the applications for the “Save” program cause significant delays in the disbursement of grants to the owners who are part of the program. According to the data of the Development Bank, which was appointed administrator in the previous cycle of the “Save-Autonomy” program, only one in 100 applications is complete during the first evaluation, while for 40% of the applications four or even more evaluation cycles are required in order to achieve the completeness of the files.
The data on the errors in the applications become particularly useful for those interested, in view of the start of submission of applications in the new cycle of “I save” from next Monday, December 13th. Specifically, according to the data included in a written response of the Development Bank after a relevant question from SYRIZA MPs:
-1% of the applications are complete after the first evaluation.
-20% of the applications are complete after the second evaluation.
40% of the applications are complete after the third evaluation.
39% of the applications are complete if they are evaluated at least four times or more in order to proceed with disbursement.
The most common omissions found during the evaluation are the following:
- In 50% of the applications, the property is not identified, mainly the square meters, based on the data declared in the information system (square meters, address, floor, PC) and the posted building permit.
- In 40% of the applications, the Completion Interventions Registration Form is not completed correctly and the data listed in it do not correspond to the data of the invoices and interventions that have been declared in the information system.
- In 30% of the applications, the data listed in the Responsible Declarations of Contractors / Suppliers do not coincide with those reported in the information system.
- 30% of the applications do not contain the required indication (on credit) of the method of payment of the intervention invoices as well as the receipts for the provision of Consultant and Designer services, according to the provisions of the Implementation Guide.
- In 20% of the applications, there is a discrepancy between the data declared in the Information System and the data of the digitized invoices that have been posted.
- In 20% of the applications, the Project Consultants request the payment of an ineligible study by the Program.
“It is obvious that compliance with the requirements from the beginning, would have a catalytic effect on the course of the evaluations and consequently the disbursement of the incentives of the Program”, the Development Bank states.
In relation to the course of implementation of the previous cycle, the data are as follows:
To date, 39,901 applications have been submitted by beneficiaries, while the active number of applications is 37,966, with a total budget of 1,033,533,324.69 euros and an eligible budget of 1,017,684,787.46 euros.
The inclusion of 94% of the applications has been completed, ie 37,500 applications of beneficiaries, with a total eligible budget of 974,221,225.13 euros and a total eligible intervention budget of 913,969,283.46 euros.
However, there is a very low number of projects completed by the beneficiaries, as only 6.5% of the beneficiaries who have applied, have completed their interventions and their application is in the process of final disbursement.
Specifically, there are 2,271 applications in evaluation status, with a total eligible budget of 50,515,442.90 euros, of which 65% have been evaluated at least once.
