Wellington Dias announces reformulation of Bolsa Família and update of the Single Registry

The Minister of Development and Social Assistance, Family and Fight against Hunger, Wellington Dias (PT), announced that he will propose a reformulation of the Auxílio Brasil (which should be renamed Bolsa Família) and promote the updating of the Cadastro Único, a database which gathers information from beneficiaries of social programs.

In his inauguration speech, this Monday afternoon (2), Dias avoided using the term “fine-tooth comb” when announcing the registration update and said that the benefit will continue to be paid to those who fit the criteria.

The minister also stated that the portfolio will seek the “right dosage” in the redesign of the country’s main income transfer program. “Yes, we are going to reformulate, with a lot of dialogue, Bolsa Família, and I know that in the situation it is in it will not be a simple task. But with dialogue and agreement we will find the right dosage”, he said.

As shown to Sheetthe technical transition group of Social Development recommended the restructuring of the Auxílio Brasil to resume the criterion that considers the number of family members in the calculation of the value of the benefit.

The objective is to correct the distortion caused by the minimum payment of BRL 600 per family, which ends up encouraging the artificial division of registrations and, consequently, the undue inclusion of beneficiaries. The considerations are included in the group’s final report and will be incorporated by Dias in the ministry’s discussions.

Until the completion of the new design, however, payments will continue in the current manner. This Monday, President Luiz Inácio Lula da Silva (PT) published a provisional measure to maintain the minimum amount of R$ 600 for the beneficiary families of Auxílio Brasil. Officially, the name of the program has not yet been changed.

Dias stated that some of the people who are receiving the benefit unduly “were misled”. The Jair Bolsonaro (PL) government itself designed the blocking of payments to more than 2.5 million beneficiaries.

“We will open, right now, while we work, the updating of the Single Registry for more security and efficiency, integrated with municipalities and states, with whom we will partner. And we will allow those who do not meet the requirements to ask for voluntary dismissal”, he said. the new minister.

He also promised to carry out an active search to find people who are entitled to the benefit, but are not on the government’s radar.

The inauguration of Wellington Dias filled the auditorium in Block A of Esplanada dos Ministérios, which will be the headquarters of the MDS. Former governor of Piauí for four terms and a well-known figure in Parliament, he received greetings from his family, fellow ministers, governors, deputies, senators and social workers.

Among those present were the governor of the Federal District, Ibaneis Rocha (MDB), the president of the PT, Gleisi Hoffmann, in addition to ministers Ana Moser (Sport), Anielle Franco (Racial Equality), Jorge Messias (Attorney General of the Union) and Paulo Teixeira (Agrarian Development).

Dias was one of Lula’s campaign coordinators and is one of the president’s closest allies.

In October, the PT was elected senator and was soon put in charge by Lula of the negotiations for the approval of a PEC (proposed amendment to the Constitution) to make room in the Budget for the maintenance of the minimum benefit of R$ 600 in 2023 and the payment of the extra installment R$ 150 per child up to six years old.

Newly allied with the PT, Senator Simone Tebet (MDB-MS) pleaded for appointment to the MDS, but the PT was adamant. Bolsa Família is a brand that the party wants to keep for itself. Tebet took over the Ministry of Planning and Budget.
