The Federal Revenue auditors union said this Thursday (13) that the meeting with Minister Paulo Guedes (Economy) to talk about the category’s claims was “frustrating” and that the movement of servers should intensify.
“The minister expressed himself in the sense of understanding the request and even finding it fair, but said that he cannot give a deadline for its implementation. He understands that this is not the moment to resolve these issues”, said Isac Falcão, president of Sindifisco. (National Union of Tax Auditors of the Federal Revenue Service of Brazil).
Revenue servants were the first to protest for better pay after President Jair Bolsonaro signaled that he would only give adjustments to some categories in 2022, such as police officers.
The auditors protest against the lack of regulation of the efficiency bonus for the category and against the cut of resources for the functioning of the Revenue in 2022.
They have been receiving the efficiency bonus since 2017, when the instrument was introduced by law. But the legal provision is that the payment is variable according to the productivity of the agency.
Today, there is no regulation on this fluctuation, and auditors demand an act or decree from Bolsonaro so that the change gets off the ground and, if necessary, that the government act together with Congress to reallocate resources.
“We expected that the decree would be presented today [que regulamenta o bônus e eficiência], already in the process of being edited. And the solution to the IRS budget issue,” Falcão said. “Unfortunately, it did not meet the expectations of the tax auditors,” he said.
In order to be variable, the amounts foreseen in the Budget would have to increase to the maximum amount foreseen in bonuses for the category – which represents R$ 400 million more than what was foreseen today.
“There really is no prospect of a solution in the short term and the prospect is for the increase in the movement of the tax auditors of the Federal Revenue Service”, stated Falcão.
Since the beginning of the auditors’ protest, which began in December, the union has already registered 1,288 notices of handing over positions at the head of the body, and the first dismissals began to be published this week.
Administrative activities and inspection programs at customs posts were also reduced by the protests of the servers, who established the so-called standard operation. In cities like Foz do Iguaçu (PR) queues of trucks are being registered.

In all, at least 19 categories of civil servants may begin to paralyze activities to increase pressure against the government for salary increases.
Fonacate (Permanent National Forum for Typical State Careers) states that unions in these categories support their workers to suspend work in three days — on January 18, 25 and 26 (calendar approved by Fonacate on December 29).
Assemblies still need to be held in the coming days to confirm the adhesions, which is expected in most cases by the forum’s leaders. In addition to the already planned outages, the servers will discuss a possible strike in February.
According to a survey by Fonacate, discussions about stoppages involve Internal Revenue auditors, Central Bank employees, CVM (Securities Commission) employees, auditors and technicians from the CGU (General Controllership of the Union) and the National Treasury, SUSEP employees. (Superintendence of Private Insurance), labor auditors, intelligence officers and officials from regulatory agencies.
Foreign trade analysts, Itamaraty employees, IPEA (Institute for Applied Economic Research), federal public defenders, specialists in public policies and government management, federal agricultural tax auditors, federal agrarian experts, in addition to Legislative employees are also part of the list. , the Judiciary and the TCU (Union Court of Auditors).
In some cases, the suspension of work is already confirmed.
Last Wednesday (12), Unacon —which represents employees of the National Treasury and the CGU (Comptroller General of the Union)— unanimously decided in assembly to adhere to the suspension of work on the 18th.
