The planning for the construction of infrastructure networks in the ex-royal Estate in Tatoi is proceeding at an intensive pace
The procedures for the installation of all the functionality infrastructure networks in the basilica are progressing within schedules Estate of Tatoi.
At the auction stage the work of the infrastructure networks of water supply, drainage, irrigation, fire fighting, sound announcements, telecommunications, power distribution, and the sewage treatment plant is already in place.
The overall design of the infrastructure networks in the Estate is completed with the configuration of the surrounding area, fencing, signage, parking areas, and the urban solid waste management system with sorting at the source, after the positive opinion of the Central Council of Newer Monuments. The responsibility for the implementation of the projects lies with the Directorate for the Protection and Restoration of Newer and Modern Monuments (DPANSSM), in the wider context of the protection, restoration, promotion and performance of new uses in the former royal estate. The project is financed by the European Cohesion Fund.
As stated by the Minister of Culture Lina Mendoni: “The construction in Tatoi of all the functional infrastructure networks is a necessary condition for the protection, promotion and proper functioning of the Estate. Our design follows the principles of respect for historical memory. Our goal is to exploit the historical and cultural elements of the place, the restoration of the cultural and the protection of the natural environment. Our strategy follows the principles of sustainable development, serves energy saving, recycling of materials, adaptation to the environment, functionality, aesthetics and construction perfection of all interventions. We take special care for the accessibility of the disabled both in the buildings and in the individual areas of the Estate. The main goal of our design is for citizens to be able to move around and participate in all activities within the space, given that Tatoi is a cultural and natural recreation park.”
This second phase of maturation of the studies for the completion of the construction planning of the infrastructure networks includes:
- Network and control/guarding and fencing system of the central historical core.
- Configurations of the wider environment of buildings and routes, with external lighting and elements of urban equipment.
- Signs for the orientation of visitors, information about the monuments, the landscape and the activities within the estate, as well as for vehicle traffic.
- Parking spaces at the entrances and accompanying transport and road construction projects.
- Integrated urban waste collection and management system, with five sorting fractions at the source.
Analytically:
Control, guarding and fencing system study
The fencing of the central historic core will demarcate the area, control entry-exit and secure the space, through cameras and physical surveillance.
The fencing study foresees the free movement, without conditions of trapping, of the fauna of the forest area, as the National Forest of Parnitha is a Wildlife Refuge. The total length of the fence is 6,380 m and the area is 1,293 acres.
The enclosure is developed in three different sections with special characteristics due to geomorphological relief and man-made elements. For lighting and guarding the Estate, the preliminary study includes installations of a network of cameras and a surveillance system of the fencing of the central core, the entrances and the main routes and the lighting of the streets, the paths to facilitate communication between the buildings at night. Also lighting in the parking lot of the Lefka gate.
The control and surveillance system with cameras covers the perimeter and the main routes. The cameras have a specification for dual optical and thermal recording – for greater reliability in the perception of violations, but also the possibility of visual recording, in extremely low light conditions. The surveillance of entrances and parking areas includes the main entrance of Lefkas, with the parking area, the three secondary entrances and the seven auxiliary ones.
Study of configurations of the wider environment of buildings and routes
In the study, the formation areas of the central historical core are recorded and identified, with a view to upgrading the areas around the buildings, highlighting and shaping the roads and paths and the areas around them. Also, in the determination of planting areas, based on archival material (photos, texts, plans, etc.) and in highlighting the entrances. Urban equipment, as well as outdoor lighting, are planned for the areas under construction.
The route network of the central core serves all the access and movement needs arising from the new uses of the buildings and from the provisions of the Special Urban Plan study. According to them, within the central core of the Estate are pedestrians and walkers as well as motorized vehicles (Shuttle bus visitors, supply vehicles, garbage trucks, emergency vehicles, ambulances, fire engines, security and special visitors), micromobility vehicles (micromobility hubs), bicycles , electric bicycles, golf carts, skates and monocycles.
The proposed route network fully restores the estate’s historic routes. In the central area, according to the organization of traffic, access and mode of movement, the network is classified into main, secondary routes and paths. Overall, the primary network routes are designed to carry the weight of the Estate’s vehicular traffic, in addition to micro-mobility and pedestrians. The paths are demarcated and in sections, with a strong height difference, terraces are formed from wooden elements. Small stopping areas are also formed along the routes.
The entry-exit gates were defined in the enclosure of the central core, in accordance with the intended mode of operation and access to the Estate. The inputs were graded according to their importance into 3 categories of primary, secondary and simple.
The following portals are created:
A main entrance, the “Poplar” entrance, which leads directly to the historic core.
Three secondary inputs: The entrance of “Platanos” serves the access and supply of the units of hospitality and exhibition-agriculture of the central core of the Estate, and at the same time, ensures the access of the visitors of the central core. The entrance of the “Guitar” serves the access of security vehicles (fire brigade and police), as well as vehicles directed to the parking area and related to the guest houses. Through the entrance of “Varymbobi” the main connection is made to the main parking area, outside the Estate and the internal movement of the mass transport means (shuttle bus) is carried out.
Six simple entrances they are formed at the points where the secondary traffic network meets the enclosure of the central core. These gates serve to control entry into the central core from the wider forest network of the area. At the same time, they facilitate the passage of pedestrians and micromobility vehicles. For emergency situations, it is planned to create three assembly areas for guests, employees and visitors.
Two organized ones are suggested “natural playgrounds” with an educational character. They are aimed at all age groups of infants, children, teenagers and young people, providing a variety of opportunities to develop skills and activities. Rest areas are planned along the entire length of the route network, with the necessary urban equipment (seats, picnic tables, waste bins, etc.). Wider parking spaces are also being created in the “Livadi” area, in the “Tristrato” area and in the “Old Palace” area.
The lighting installation concerns the streets of the primary and secondary road network and a part of the parking area near the gate of Lefka. Particular importance is given to the quality of the lighting fixtures, so that they can withstand adverse weather conditions and possible vandalism, as well as to the quality of the light produced with a view to protecting the flora and fauna of the area.
Signage and information study
The signage study organizes the required information and the development of a detailed network of signs and signals that facilitate and guide the public during their visit. The signage system includes signs to orient visitors and walkers to the monuments, landscape and activities within the estate, as well as vehicular traffic. The aim is to develop a coherent visual identity of the space, through an aesthetically consistent network of signs and direction and information signs.
Study of parking areas and accompanying projects
The specific study concerns the configuration of the parking areas of the central part of the Estate, as well as the accompanying transportation and road construction projects. The network of corridors, within the central core, serves the needs of access – movement, as arise from the new uses of the buildings and those foreseen in the study of the Special Urban Plan. The location of three parking lots is included: Platanos, Lefka and Amaxostasio.
Study of an integrated Municipal Waste Collection and Management system
Taking into account the directions of the current national and European legislation and mainly the directions of the National Waste Management Plan (NSMP), the integrated system of Collection and Management of Municipal Waste (MSMW) is being designed. The sorting into 5 fractions, at the source, and biomass, contributes to the realization of the goals of the new ESDA, for the period 2020-2030. The overall plan emphasizes the maximization of recovery and reuse rates, the enhancement of recycling and the consequent drastic reduction of mixed residual Municipal Solid Waste to be managed in central waste treatment facilities, as well as the drastic reduction of residuals for final landfill.
