The Presidential Decree that establishes a unified and simplified qualification and branch list that redefines the qualifications for appointment by branches or specialties, was presented at a press conference by the Minister of Interior, Makis Voridis and the Secretary General of Human Resources, Public Employees.
As mentioned, the existing qualification (PD 50/2001) generally determines the qualifications for appointment to public sector bodies and allows them to set up branches at their discretion and to define, in many cases, the required qualifications for appointment.
Indicative of this practice is the fact that while the existing PD provides for 17 branches, today there are over 2,700 different branches and specialties, many of which relate to the same subject of work and as Mr. Voridis said, many of them “hid photographic announcements” .
Indicative examples:
a) IP: Administrative-Financial, Financial-Administrative, Administrative and / or Financial, Administrative-Financial Support and Administrative-Financial Services that together with 25 other branches are grouped into one (PE Administrative-Financial).
b): ΔΕ: Administrative – Accounting, Administrative – Accounting Specialty of Administrative, Accountant Treasurer, Accounting Funds, Accounting, Accounting, Accounting – Administrative, Accountants, which together with 82 other branches are merged in the branch Administrative – Accounting.
In their place are created 544 new branches and specialties with the reduction reaching 80%.
In the educational level PE 191 new branches – specialties replace 619 (reduction 69.1%), in TE the current 501 are grouped in 83 (reduction 83%), in DE from 1212 they become 178 (reduction 85.3%) and in HR they are created 33 branches – specialties from 359 that exist today (reduction 66%).
Which branches are abolished

New branches
At the same time, new branches are created – specialties, harmonized with modern developments, such as Biomedical Sciences, Tourism Administration, Penitentiary Administration, Food Science and Technology, Food / Technical / Municipal Security, etc.
The new qualification – branch list defines the categories, branches and specialties, the formal qualifications, main, additional or auxiliary, appointment or recruitment to positions of each branch and specialty of their permanent or private law employment staff and determines the process of matching the existing branches and specialties of the bodies with the new branches and specialties of the new PD.
The new institutional framework abolishes the possibility for institutions to establish branches with “photographic” appointment qualifications and henceforth the responsibility, at a central level, to monitor the needs of public bodies in new branches-specialties rests with the Ministry of Interior.
The new PD is expected to be submitted to the CoC next week. The bodies have two months to harmonize the organizations and the internal regulations and to update their digital organization charts. In case they do not comply, there is a provision for them not to participate in the unified mobility system or in the annual recruitment planning.
