An amendment concerning the continuation of the employment of the staff of the “Help at Home” program was submitted to the bill of the Ministry of the Interior.
This is the bill entitled “Innovation System in the public sector – Regulations of the General Secretariat of Human Resources of the Public Sector – Regulations for the operation of OTAs of the first and second degree and decentralized administrations and for the well-being of companion animals – Other urgent regulations of the Ministry Internal”.

This bill will be introduced to the plenary session of the Parliament next Tuesday, 28/02/2023, for discussion and voting.

In article 2 of the specific regulation, the continuation of the employment of the staff of the “Help at Home” program that is not included in the final tables of appointees of the 4K/2020 Announcement of the ASEP (section ASEP 15) is sought.

The amendment also introduces regulation of the operation of the Thessaloniki Metro, immediately after the construction period.

In particular, article 12 provides the possibility, in accordance with articles 132 and 156 of Law 4412/2016 (A’ 147), to entrust ATTIKO METRO SA with operation and maintenance services of the Thessaloniki Metro network (Main Project and Extension to Kalamaria) ) to the Contractor of the Basic Project for a period of two (2) years with an option for one (1) more year, immediately after its construction period. With the conclusion of the relevant supplementary contract, the speeding up of the normal operation of the metro is ensured, since its operation will be carried out for the above transitional period by its manufacturer, for the benefit of passengers and with positive results for traffic relief in the center of Thessaloniki and subsequently, the operation and maintenance will be carried out by the contractor of the ongoing tender to appoint a contractor through PPP.

The same amendment provides – among others – the following:

Article 1: Extends from two to three days, the period that elapses between the deadline for the submission of nomination proposals for the parliamentary elections and the announcement of the electoral combinations in a public meeting by the First Department of the Supreme Court, seeking to provide a reasonable time period in the Court for the adequate control of the necessary supporting documents.
Article 3: The issues that arise as a result of the compliance with the court decisions 192/2022 and 193/2022 of the Plenary of the Council of State and the reorganization of the lists of appointees without the special voting provided for in the announcement and deemed unconstitutional are addressed.
Article 4: It is sought to extend the duration of the PE and TE category IDOH contracts concluded with Evia Regional Unit Agencies for the execution of flood control and infrastructure restoration projects due to the fires of the year 2021.
Article 5: It is sought to grant a special leave to public and municipal employees due to adverse weather conditions that entail the unjustified inability to attend their work.
Article 6: It is sought to pay a Head of Department allowance to Integrity Advisors, whose service in said position shall count as actual service in a Head of Department level position.
Article 7: It is sought to reclassify blind employees of the Telephone Operators sector of the public and OTAs to a higher category position.
Article 8: It is sought to cover the positions of department heads of the Hellenic Recycling Organization (EOAN) through secondments until its full staffing, which is established by a joint decision of the Ministers of Environment and Energy and of the Interior.
Article 9: It is sought to define the Municipality of Pogoni of the Prefecture of Ioannina as a border area for transfers to it.
Article 10: It is intended to strengthen and improve the hospital infrastructures and to deal with problems in general, which are faced by the interconnected hospitals of the NHS operating under a single administration, which are an independent and single NPDD, with the participation in the their board of directors of a regional councilor of the relevant regional unit and a representative of the relevant medical association.
Article 11: A technical legal correction is made to Article 97A of Law 3852/2010, as amended by Article 83 of Law 5021/2023.
