Their estimated needs for new staff for the next four years are invited to be submitted by the public bodies to the Ministry of Interior. According to a relevant circular, the supervised bodies of the ministries and the independent authorities must submit to the relevant ministries by March 8 the recruitment planning plans for the years 2023 – 2027.
As required by law, these should include estimates of regular staff departures, total existing and estimated staff vacancies, the agency’s strategic priorities for managing its human resources, and estimated staffing needs by category. industry and specialty and the ways to cover them, through transfers or recruitment.
Then, from March 9 to 20, each ministry, having collected the submitted plans, makes any interventions deemed necessary in cooperation with the submitter, (taking into account its needs, budgetary conditions and existing provisions) and in then forwards them to the Ministry of Interior.
A separate multi-annual plan is prepared for the local authorities, which is submitted to the competent service of the Ministry of Interior.
The latter, taking into account the multi-year planning of each body, prepares a consolidated four-year recruitment planning plan, which is submitted to the Ministry of Finance and evaluated in terms of its budgetary implications, in order to be integrated in the respective Medium-Term Fiscal Strategy Framework.
