In the procedures for its establishment Commission of Inquiry which concern both the Institutions and Transparency Committee and how PASOK’s request will proceed from now on, and the debate in the Plenary is focused on by the parliamentary forces.
Today a special meeting will be held with the sole purpose of appointing Themistocles Demiris to the post of commander of the National Intelligence Service. At the same time, the parties are feverishly preparing for the first “autumn” battle of the Parliament in August on Friday.
PASOK and SYRIZA they wish to be called to testify at the Committee on Institutions and Transparency the former commander of the EYP Panagiotis Kontoleonthe former secretary to the prime minister Grigoris Dimitriadisthe appeals prosecutor responsible for the EYP Vasiliki Vlachou and the new director of the National Intelligence Service Themistocles Demiris.
It is interesting that according to article 41 A of the Rules of Procedure of the Parliament, the hearing of persons is mandatory if 2/5 of the specific Committee request it. And since 9 of the 19 members that make up it belong to the opposition, if the five parties come together in this field then the majority will have to obey. Therefore, the opposition has the upper hand, as in the establishment of the Commission of Inquiry.
From there on the scenarios for the final form that the request can take Examining there are many, but little by little the landscape seems to clear up:
– The most dominant is for the Commission (after obtaining the approval of the Plenary with a minimum of 120 votes) to start with PASOK’s proposal and for the ND (which will have the numerical majority) to open a discussion on expanding its work. With a proposed – supplementary text, the Plenary will be reconvened (it is a formal procedure) which will give the “green light” for further research into past cases and not only into the current issues concerning Nikos Androulakis and the Predator malware.
– PASOK’s proposal to proceed autonomously, without any other intervention until the end, seems to gather the fewest chances.
– It is also very possible that PASOK will accept and include in its own proposal the request of the KKE for the meetings at the Perissos telephone center in 2016. It is considered certain that the specific issue will be raised on Monday not only by Dimitris Koutsoubas, but also by the majority, as Perissos’ proposal is in line with what the SW for enlargement.
– The majority to bring data to the Institutions and Transparency Committee for the period from 2012 – 2015 and Harilaou Trikoupi and the other forces to accept the time opening of the investigations. It is indicative that from the blue faction they have already expressed their will to the Commission (probably next Wednesday) for the former governors Mr. Dravilas and Mr. Roubatis to also testify.
The possibility of setting up two different Examinations is something that the parliamentary powers they want to avoid. Yannis Oikonomou also ruled it out when informing political editors stressing that the government will respect the right of the minority.
