The redefining of the special levy, which is imposed in favor of the Energy Transition Fund, to each allocated electricity production unit with natural gas fuel, the announcement of the “Productive Green Economy Investments (Produc-E Green)” program amounting to 200 million euros, and the announcement of actions concerning the replacement of domestic hot water production systems with solar thermal systems, amounting to 100 million euros, foresees – among other things – an amendment submitted on Friday evening to the bill entitled “Innovation System in the public sector – Regulations of the General Secretariat of Human Resources Public Sector Arrangements for the operation of OTAs. first and second degree and decentralized administrations and for the well-being of companion animals — Other urgent arrangements of the Ministry of the Interior’. This bill will be introduced to the plenary session of the Parliament next Tuesday, 28/02/2023, for discussion and voting.

In particular, the special levy, imposed in favor of the Energy Transition Fund, on each allocated electricity production unit with natural gas fuel, is being redefined, which will henceforth amount to 5% of the mentioned quantities with a maximum amount of ten (10) euros per megawatt hour of Higher Calorific Value of Natural Gas (amount it amounts to today) and is calculated on the amount of natural gas used by each obliged electricity producer for the Production of electricity.

The same amendment provides for the following:

– The content of the ministerial decision is completed, which defines the persons responsible for providing the compensation for the risk of energy crises as a Public Benefit Service (PSO) and specifies the type of risk, the method and the amount of compensation, the relevant Y.K.O., the time period provided, the beneficiaries and any related issues are specified.

-The procedure for calculating the final amount of the extraordinary levy imposed on Electricity Suppliers based on their excess revenue from the activity of each is redefined

in the domestic retail electricity market after the end of the Temporary Retail Market Part Return Mechanism (Calculation Period, Clearing, etc.)

– The provisions of Law 4425/2Ο16 regarding the application of the Temporary Mechanism for the Return of Part of Next Day and Intraday Market Revenues are amended and specifically, among others:

a. The Application Period of the above Mechanism is extended.

b. From the specified date, when calculating the Day-Ahead Market Returnable Revenue (D.A.E.H.) and the Next-Day Market Producer Revenue (D.A.E.H.) for each electricity production unit of energy or a portfolio of Renewable Energy Sources (RES), transactions relating to quantities of electricity that are sold and cleared on the Day-Ahead Market and made available in any way by any obliged Participating Producer or Cumulative Representation Body are not counted (F.O.S.E.) A.P.E. and S.H.I.TH.Y.A,. by virtue of physical delivery contracts to energy-intensive industrial consumers of electricity.

c. The cases taken into account for the calculation by the Next Day Market Clearing Agency of the total E.E.A.E.H. are being redefined. during the execution of liquidation procedures.

d. It is allowed to cover from the resources of the Energy Transition Fund and the costs of the Hellenic Energy Exchange (E.X.E.) resulting from the application of the Temporary Mechanism for Returning Part of Next Day and Intraday Market Revenues.

– It is provided that, for the cases of consumers who have entered into contracts for the physical delivery of electricity, which are not counted and are not taken into account when calculating the E.E.A.E.H. and EPAEH, no notification of billable electricity consumption is granted for the quantities delivered pursuant to these contracts.

-The “Productive Investments of the Green Economy (Produc-E Green)” program is announced, with a decree, to provide support for productive investments in the manufacturing and production sector of new mechanical and technological equipment with the aim of promoting the green economy, innovation and economy low energy and environmental footprint, in the context of the mentioned Action of the Recovery and Resilience Fund Greece 2.0.

The content of the above MLA is defined (duration, beneficiaries, eligibility criteria, amount/percentage of aid, granting process, terms and conditions, method of payment and recovery thereof, control and monitoring process of the implementation of investment proposals, etc.), the conditions for the provision of aid to investment projects, the competent management and aid body and the possibility of drawing up, by ministerial decision, a list of evaluators, to evaluate the eligibility of investment projects, in accordance with the provisions.

– It is possible to announce, with a public order, actions financed by the Public Investment Program (PIP) of the Ministry of Environment and Energy and/or from other sources, regarding the replacement of domestic hot water production systems (G.N .X.) with solar hot water production systems and in the recycling of withdrawn devices through an alternative system

management and recycling by certified agencies.

With the above CPA, the budget of the relevant action, the devices eligible for financing and withdrawal, the percentage of their financing, the beneficiaries of the action and their obligations, the implementation and control body of the above actions, the body paying the funding, etc., are determined. etc..

It is possible to define, with a KYA, the organizations certified as a Collective Alternative Management System (S.S.E.D.), responsible for certifying the replacement and/or withdrawal of the devices and/or for the payment of the funding to the beneficiaries, according to the specifications. With the same decision, the procedure, the conditions for the transfer of the credits registered in the P.D.E. or resources from another source to these bodies and the percentage of the budget of the actions they manage as well as its upper limit is determined.
