The European Commission will use its negotiating power to procure natural gas at much more competitive prices and this platform will also act as a safety net for the smaller member states that are weaker as buyers.

The second axis concerns a solidarity mechanism.

If there is a member state that finds itself in a state of emergency, i.e. it runs out of natural gas in the winter, it will be supplied by another at a fair price.

The third axis concerns the reduction of the demand for natural gas. There is a proposed decision to reduce consumption by 15% this winter.

The Commission is discussing whether it could request the activation of a state of emergency that would make the cap mandatory

As a last measure, the Commission proposes a dynamic ceiling on the Indian natural gas sector, a measure requested by Greece along with at least 14 other countries, which will have a time horizon of around three months.
