North Korean leader Kim Jong Un announced that he is setting new goals for national defense during work of the expanded plenary session of the central committee of the Workers’ Party of Korea, state news agency KCNA reported today, hinting that weapons tests, which this year have break every record, they will continue next year.

North Korean leader Kim “set new key goals for strengthening self-defense capabilities to be advanced in 2023,” the official North Korean news agency said, without elaborating.

The North Korean leader is presiding over the annual work of the central committee in Pyongyang these days, with him and other top party officials presenting his political goals for 2023, in areas such as diplomacy, security and the economy.

In his report, Kim Jong Un “analyzed and assessed the new difficult situation on the Korean Peninsula,” according to KCNA, apparently referring to the escalation of tensions with South Korea.

He developed the “direction of the struggle against the enemy that our party must take,” the agency added.

Nuclear-armed North Korea has carried out a record number of weapons tests this year, including intercontinental ballistic missile (ICBM) launches, while continuing to defy UN sanctions.

The day before Monday, South Korea’s armed forces announced that they had deployed fighters and helicopters after five North Korean UAVs intruded into its airspace, one of which came within a short distance of Seoul.

Plenary meetings of the Workers’ Party Central Committee generally provide an opportunity to present the country’s priorities at the national and international level.

More details about the ongoing one are expected to be announced at the end of the week.

While Kim Jong-un referred mainly to the economy in 2021, analysts expect this year to see a change in tone, with the emphasis shifting to the military. The North Korean leader recently said that his goal is for his country to have “the most powerful” nuclear arsenal in the world.

North Korea’s weapons tests, along with China’s military buildup, are among the main reasons Japan’s government cited earlier this month when it announced it would double the country’s defense budget to 2 percent of GDP over the next five years.
