NATO to deploy a senior civilian official to Kiev, amid a raft of new measures designed to shore up long-term support for Ukraine which are expected to be announced at the summit in Washington next week, according to a Wall Street Journal report.
The measures seek to indirectly join Ukraine in the alliance without offering it full membership. At the same time, they come amid the rise of the far right in Europe and the growing possibility that former President Donald Trump will return to the White House and reduce US support for Ukraine.
NATO is also creating a new command in Wiesbaden, Germany, to coordinate the delivery of military equipment to Kiev and the training of Ukrainian troops.
The operation, to be called “NATO Security Assistance and Training for Ukraine,” will be staffed by nearly 700 personnel from the U.S. and other allies from the Alliance’s 32 countries. It will take over much of a mission led by the US military since Russia’s full-scale invasion of Ukraine in February 2022.
The new initiatives have been in the works for months, but take on a sense of urgency after President Biden’s weak performance in Thursday’s debate with Trump and the former president’s complaints about the money the US spent on Ukraine.
“A big reason for the change is trying to help Ukraine in the event that Trump is elected,” said Ivo Daalder, who served as the US ambassador to NATO from 2009 to 2013. “Instead of Washington being tasked with managing training and aid, it will be NATO. So even if the US reduces or withdraws its support, it will still be there.”
