Russian forces hit the Kharkivits second largest city Ukrainianin the evening, hitting a high-rise apartment complex and injuring at least 18 people, the city’s mayor, Ihor Terekhov, announced via Telegram.

Russia earlier announced it would not participate in the second summit on Ukraine in November that will follow the first in Switzerland in June.
For the November conference, the president of Ukraine, Volodymyr Zelensky, had stated that he wanted the presence of Russia.
Moscow rejects this prospect just ahead of the Ukrainian president’s visit to Washington during which he intends to present his peace proposals to US President Joe Biden, Vice President and Democratic presidential candidate Kamala Harris and to Republican candidate Donald Trump.
