Future Minister of the Civil House, Rui Costa (PT) said this Monday (12) that the elected government of Luiz Inácio Lula da Silva (PT) should have about 35 ministries, one of which is destined to deal with the management of employees.
This folder should be dismembered from the Ministry of Planning, which will be recreated by Lula.
Costa stated that the idea is to leave the Planning portfolio more focused on topics such as the public budget and multi-year government plans, while the other ministry should deal with “management, digital government”.
“The multi-annual plan cannot claim to be just for one government, it has to start thinking like a State. Plan like a Brazilian State”, Costa told journalists.
“If you look at any European country or any Asian country, the United States, the very strong area of government is planning,” he said.
The transition team evaluates the creation of a management ministry or a secretariat with ministry status, linked to the Presidency. The folder should concentrate tasks such as managing the Union’s assets and personnel, which includes discussions on readjustments.
These are tasks that, in evaluating the transition, take a lot of energy at a time when it will be necessary to give special attention to the planning of public policies.
